Operation Rules of the Editorial Board and Article Review Guidelines

Article 1: [Purpose of Regulations] This regulation aims to define matters related to the operation of the editorial board (hereinafter referred to as “the Board”) and the peer review of articles for publishing the journals and publications published by the Korean Tribology Society (hereinafter referred to as “the Society”).


Article 2: [Roles and Responsibilities of the Board] The Board shall perform the following roles:
¨ç Deliberation on matters, such as academic journals, conference proceedings, symposium on lubricants, and editing of all other publications (number of publications per year, contents, type, etc.)
¨è Provision of complements and revisions for “Submission and Authors’ Guidelines for Papers”, “Operation Rules of the Editorial Board and Article Review Guidelines”, “Code of Research Ethics” and “Publication Policy and Guidelines”
¨é Recommendation for academic award candidates
¨ê Establishment and implementation of journal publications and globalization plans (management and improvement of contribution and publication rates by various institutions/countries, improvement of citations, etc.) and evaluation of academic journals
¨ë Works related to publishing academic journals: review of submitted articles, publication timing and order, issuing of various certificates, etc.
¨ì Publication of special issues, joint journals with related academic societies and organizations
¨í Regular supervision of ethics compliance of submitted and published articles; investigation, confirmation, and follow-up on research ethics violations
¨î Determination of matters related to the editing of other academic publications and the operation of the Board


 


Article 3: [Composition of the Board] The Board shall be composed as follows:

  1. The Board shall be composed of the editor-in-chief, manuscript editors, editors, and associate editors, and the total number of members shall be within 50.
  2. As the editor-in-chief, manuscript editors, and editors are official members, the vice-president or chief scientific directors recommended by the Board of Directors shall assume the office of the editor-in-chief, whereas scientific directors shall be commissioned to the offices of editorial managers. Moreover, the personnel in full charge of journals in the Society’s office shall be commissioned to the office of manuscript editors. Associate editors are appointed by the President at the recommendation of the Board of Directors from among regular members of the Society.
  3. The President can appoint an additional member at the recommendation of the executive board if a board member resigns for personal reasons or the Board decides that it will help the editing process.
  4. The Board may have sub-committees under its supervision.

Article 4: [Role and Authority of Board members] The Board reserves the right to refuse or cancel publication of manuscripts or submitted papers that have not been written in compliance with the Submission and Authors’ Guidelines for Papers, as laid out by the Society, or violate the Code of Research Ethics. The main role of each board member is as follows. The work of Article 2 not determined by the role of each board member shall be decided by the Board.

  1. The editor-in-chief represents the Board, convenes meetings, and manages its general business. Further, he/she assumes the role of managing/supervising/regulating the entire paper review process, managing the quality and acceptance rate of the papers published in the journal, regulating and resolving objections when they are raised by the author on the review outcome, etc.
  2. The manuscript editors assume the responsibilities of editor selection, contacting of authors, publication of confirmed papers, etc.
  3. Editors assume the role of judging whether submitted papers are suitable in terms of the aim/scope of the journal and whether they possess sufficient quality to be reviewed, selecting associate editors, final judging of paper publication, etc.
  4. Associate editors assume the role of judging whether the submitted papers abide by the code of submission/ethics and whether they possess sufficient quality to be reviewed, selecting reviewers, gathering review results, recommending to the editors on paper publication, etc.

Article 5: [Term of Office of the Board] The term of office shall be two years. However, the term of office can be extended without limit on the frequency and time.


Article 6: [Vote of the Board] The vote of the Board shall be decided by a majority vote of the quorum, which is majority of the registered Board members.


Article 7: [Selection Process] Those who intend to have their papers published in the journal shall undergo the selection process laid out by the Board, and papers submitted to the Society shall be subject to the following selection process.
¨ç The manuscript editors of the Board executive office shall classify a submitted paper in compliance with the selection areas and send it to the editors of the respective field. The editors shall judge the suitability of the submitted paper in terms of the aim/scope of the journal and whether it possesses a sufficient level of quality to be reviewed. Papers deemed suitable are sent to the associate editors of the respective review field. The associate editors shall judge whether the submitted papers abide by the code of submission/ethics and whether they possess a sufficient level of quality to be reviewed, and send the papers deemed suitable with a request for reviews to at least three reviewers.
¨è As for reviewers, researchers and experts dealing with similar topics with a high degree of research achievement should be considered. The researcher who belongs to the same institution as the contributor will not be asked to conduct the peer review. If a reviewer fails to conduct a smooth review owing to delays, the reviewer may be changed.
¨é Reviewers are requested to complete the review within 21 days for the 1st review and 14 days for 2nd or more.
¨ê In case of contribution by the officers of the Society (President, Vice President, Executive Director, Auditor, Editorial Board), the review shall be based on the same review procedure and standards as those of the general members. The reviewers of the papers submitted by academic officers must include those who are not academic officers. Non-academic members should be appointed.
¨ë The manuscript editors can arrange for the reviewers and the author to exchange ideas.
¨ì The review outcome shall be divided into four cases, namely, “Accept,” “Minor revision(accepted after revision),” “Major revision(re-review after revision),” and “Reject(not acceptable).” Reviewers give their comments to the submitted papers on its academic value, qualitative excellence, structure and readability, based on the evaluation items presented in the form "Selection Process Sheet and Reviewer Guidelines". The decision of the reviewers must be well-founded and have reasonable explanations, which shall be described in concrete, detailed, and expressive manner in the reviewers’ comments.
¨í A paper assessed as “Accept” or “Minor revision” by two-thirds of the commissioned reviewers shall be recommended for publication after the author’s revision process and confirmation of the associate editor and editor.
¨î As a rule, a paper assessed as “Major revision” shall undergo the process of repeated revision and review between the author and the reviewers until it is assessed as either “Accept” or “Reject”. However, if the revised paper is not submitted within 2 months from the date of notifying the author of the “Major revision” decision, it shall be treated as “Reject” and notified to the author.
¨ï A paper assessed as “Reject” by all the commissioned reviewers must be provided with a clearly written notice explaining the reasons for rejection, and the editors shall not recommend publication of the paper.
¨ð The results of the review and the reviewers’ comments shall be notified to the author, but the list of reviewers shall remain undisclosed.
¨ñ In case of a prolonged dispute between the author and the reviewers on the review, the editor-in-chief shall, in agreement with all the editors, re-commission reviewers or commission additional reviewers. The decision to publish shall be subject to the aforementioned rules.


Article 8: [Appeals and Procedures] As a rule, the author’s request for a second review shall not be accepted, but the author who has been decided as “Reject” in the initial review can file a complaint. (However, if all reviewers make a “Reject” decision, the author cannot appeal.) The method and procedure for appeal are as follows.
¨ç Upon submitting an appeal, the contributor must submit an objection to the manuscript editor of the Society by e-mail or regular mail with a detailed written opinion on the result of the review within seven days from the date of notification of the result.
¨è In response to the appeal, the editor-in-chief shall call on the Board to review the written statement of objection and proceed with the review only for articles approved by two-thirds of the editorial board members.
¨é If the appeal is not approved, the Board shall inform the contributor of the specific reason.
¨ê If the Board accepts the objection, a new reviewer will be chosen and the paper shall be re-reviewed. (In this case, the authors pay the fee for the review.)


Article 9: [Others] Items not specified in this regulation shall be subject to the decision of the Board.


 


Addendum


These guidelines shall be effective on and from the date of enactment. The amended rules are effective immediately on the day of amendment.
